WTF?  Why not release code that sucks?  W.R.T. the incubator, how do you
persuade new people to come along and start fixing bugs that don't exist?

Community, well, that's why they are called '-incubating' artifacts.
A community may congeal around the incubating effort.  It might not, so
you just have to be doubly prepared to "keep both pieces".
