With regards to the license issue, in the future I believe OSOA will publish the SDO APIs, in a maven repository, but that's not the case yet, and we need these artifacts to publish an SDO release. I believe that we are compliant with the Apache "Treatment of 3rd Party Works" policy in [1] as discussed in [2]. The discussions we have had in the Tuscany community [3][4] all suggest the course of action of releasing as we are at the moment, with a view to shifting the dependency onto OSOA provided artifacts when they are available.
