Not sure whats meant exactly by clarify - but sounds to me like
something that should be done before a release?

One minor nitpick with the release is that the MANIFEST files in the
"impl" and "tools" jars have an Implementation-Version of
"incubating-M3" rather than "1.0-incubating-beta1" - would be better
to have the version no. automatically generated, otherwise its a
potential error for every release. I've created a possible patch for
this:

Otherwise looks good to me.
