For now I've started a page [1] with just a couple ideas.  I'll
start working seriously on it in about 16 hours. (Sunday afternoon 
PDT).

Have added a first cut at some thoughts on Roles and Responsibilities. 
Not sure they are in any way near correct, but it seemed like a good 
place to start.
