looking at registered DOAP files, I see that there is
http://svn.apache.org/repos/asf/juddi/scout/trunk/doap_Scout.rdf: are you able
to update it in place? (see How to 4 on https://attic.apache.org/process.html )
If not, I can override (and ignore the original DOAP file)
once this is done, I'll announce and we'll do the INFRA Jira issue
