I'm -1 on this proposal at this time.  Splitting our community in this way 
fragments our community and implicitly categorizes one kind of question (for 
developers) as somehow more important than another (for users).  If we were 20 
messages a day, most of these were usage questions, and there was plenty of 
non-developer user-to-user help across the forum, I would be more in support of 
splitting things up.  I don't think we're there yet.
