The canonical method I use is to delete all aspects of the program that don't influence the bug, comments, unused/unneeded functions, variables, statements and expressions. After that first step, usually we wind up with something that doesn't contain enough to be covered by copyright. From there, we just check it in. People that would be shocked and horrified that we do this, should not submit bug reports.
