After discussing some of the other issues offline, I think I now understand the concerns about changing the default device before freeing managed memory: I was focusing on the code in allocator.c which was doing what I wanted, but the layer below that, in target.c gomp_managed_free, had some extra code for ignoring managed memory on shared-memory devices. This code was left over from the previous USM implementation that used managed memory, and should have been removed.
My v3 patch is attached, with that code removed, a new error message on freeing managed memory after switching the default device to the host (with a testcase), and the unused Cuda declarations (also leftovers) removed.
