It does feel a bit un-DWARFish, I suppose using DIE children (with the same tag?) would have been more DWARFish here. That would of course remove the ability to share sub-lists (but as said, I'm unsure this works now). So for a three-item list you'd have DW_TAG_GNU_annotation name value DW_TAG_GNU_annotation (first child) name value DW_TAG_GNU_annotation (second child) name value or alternatively, make the outer one "empty" (a container) and add a third child with the above outers name/value.
