All arm effective-targets using check_runtime use the "_hw" or
"_multilib" suffix, so rename arm_v8_1_lob_ok into arm_v8_1_lob_hw for
consistency.

gcc/testsuite/ChangeLog

        arm_v8_1_lob_hw.
