The define ENABLE_VIRTUAL_TERMINAL_PROCESSING was introduced in MinGW
7.0
gcc/ChangeLog:
* gcc/diagnostic-color.cc: Conditionally enable terminal
processing based on available MinGW version.
* gcc/pretty-print.cc: Likewise.
