Add target data to indicate if libatomic is available.
gcc/ChangeLog:
* config/rtems.h (TARGET_HAVE_LIBATOMIC): Define.
* doc/tm.texi: Regenerate.
* doc/tm.texi.in (TARGET_HAVE_LIBATOMIC): Add.
* target.def (have_libatomic): New.
