I wouldn't go that far :) It just means that it needs more conditions. E.g. whether the subreg is cheap should be testable via MODES_TIEABLE_P. I don't think that macro should be true for modes that cause reinterpretation (and it isn't for the RISC-V example). There's also targetm.can_change_mode_class (…, ALL_REGS).
