* config/arc/arc-c.def (__ARC_UNALIGNED__): Set it on
unaligned_access variable.
* config/arc/arc.c (arc_override_options): Set unaligned access
default on for HS CPUs.
* config/arc/arc.h (STRICT_ALIGNMENT): Fix logic.
