[v3] corrections to C++11 status table

We don't provide <cstdalign> or <cuchar> - the latter is listed as "C
library dependency" but AFAIK we don't provide <cuchar> even if
<uchar.h> is present.

        * doc/xml/manual/status_cxx2011.xml: Document <cuchar> and
        <cstdalign> as missing.
