This patch broke bootstrap on AIX.

The ChangeLog entry was not committed to the gcc/ChangeLog file.

TARGET_LITTLE_ENDIAN only is defined for PPC64 Linux.  This patch
should be using !BYTES_BIG_ENDIAN.
