I can't see the value "16.1" in the "Target Milestone" drop-down menu.

If that's correct, ISTM that the "Target Milestone" being settable to X.0 (but
not X.1) is a bug.

I didn't notice there already was a PR for that and even linked as "see also",
thanks!  I'll keep them separate for the time being, mostly because it requires
no action.
