I see in the F2018 draft:

R504 specification-part is [ use-stmt ] ...
[ import-stmt ] ...
[ implicit-part ]
[ declaration-construct ] ...

AFAIU it, I expect the directive

      !$acc routine seq

have to go into the [ declaration-construct ].
