It is tracked in https://issues.redhat.com/browse/RHCS-5788

The issue appears during upgrades. Since you can't in-place upgrade IdM
between major releases you won't see it. This bug appears when an older
installed RHEL 9 (or Fedora) version that lacked the config file is
upgraded to a more recent RHEL 9 (or Fedora) version.
