Welp, welp, welp...
After some cursory reading, it seems as though I cannot modify the starting UID
nor can I add SIDs (ipantsecurityidentifier) to users below the starting UID of
5000.
Is my only option starting over with a fresh install and adding ~200 users back
in?
Can I instead use a replica and set it's starting UID to 1000 before having the
main idM server replicate to it?
This topic has been discussed a lot on this list for couple years. There
are plenty of details and references to actual solutions.

You should follow instructions in
https://access.redhat.com/articles/7027037 to create your own ID range
to cover those IDs and regenerate SIDs for them.
