The only problem should be that people can use your small piece of PD code for whatever they want, without even the need to mention that it is from you. To run DOS on EFI-only systems, first load an implementation of BIOS for EFI. Those are third party projects and not only useful for DOS but also for other pre-EFI OS. The other are unrelated topics: There are experimental 64 bit DOS extenders and ports of thread libraries. I think almost no DOS software uses them yet. Which specific program would you like to run in DOS with several threads and/or CPU cores and several GB of RAM, for example? DOS task switching is typically done by extra software, such as Windows 3 (allows several VM86 based DOS windows with a virtual graphics card etc open simultaneously) or TriDOS (it runs only very basic DOS software) or DOSSHELL (between).
