I believe the lzma compression tool is provided as a contributed file by the
mingw compiler (http://sf.net/projects/mingw/files), but only if you install
the compiler via the installer and then install "xz" which is the lzma tool.
it is the gnu/gcc compiler set and includes fortran 77, ada, etc ported to
windows and generates windows executables (2000/2003/xp/2008/vista/7).
in case you want to make vista/7 compatible executables, I have created a batch
file wrapper for g++ which upon command adds the necessary xml manifest
resource to the executable.

also 7-zip can uncompress lzma, but I don't think you can choose lzma
compression for archiving.

For Linux, it's probably easiest to download qemu or vmware and run a
standard linux distro (eg, fedora/ubuntu) in a vm.

The lzma compression is done by the linux tool "lzma" - I don't think
7-zip will work.
