NOEMS isn't universally compatible with programs.  At least one version of 
TD, for example, doesn't like it and generate an exception.  There are 
other programs which depend on having an EMS page frame, access to EMS page 
functions, or other functions inhibited by NOEMS.

Stargunner is one of a couple DOS4GW applications always tested prior to 
release, so you can safely assume if there's an EMM386 release, Stargunner 
works here.

But I'm not sure why you're using 2.11, anyway.  It's at least a couple of 
iterations back and has known issues with some DOS extended programs in 
certain environments.  It shouldn't be in a final 1.0 release test, the 
word I had was that a later version would be present.
