Percentage of extended memory is only used with NOEMS, otherwise of course the EMM= or 
default 32M setting will  decide how much VCPI gets reserved, up to the maximum of 
480M allocation that EMS, and therefore VCPI (for now), can handle.

This issue should go away if and when there is a shared memory pool between EMS/VCPI 
and XMS.
