ATM the debug routines have the common characteristic of calling 
FreeColClient.getFreeColServer() and manipulating the server directly.
This is not something done by normal client/gui code, which suggests 
collecting these routines elsewhere.

True, we can always create yet more message types (several would be needed).  
However that seems a bit heavyweight for a bunch of debug hacks.
