The download failure is not directly related to your $HOME directory.

See bug #258232, comment #24. The successful download is a strong indication
that the temporary file location is on the same filesystem as the target
download location. Starting with v92 Chromium fails to notice if the download
and target location use different filesystems. Now the question is how to find
the the broken place in the Chromium sources...
