May be i misunderstand the Neil's requirements, wasn't it only to give a 
Seaplane  mooring position ?

If yes, Neil could  look at the Boeing 314 Aircraft , that aircraft has a file 
which  takes  a list of such Airport .
That  file could be modified  and added to the related Seaplane.

I did it with the Catalina.
