Okay, I did a complete uninstall of fail2ban, manually saving the few
configuration files I had changed, then re-installed the IPv6 version
(0.10.0) and replaced the saved config files and now everything seems to
be working fine.  I'm sure that there was a problem with my previous
installation.


For anyone doing  something like this, I'd recommend uninstalling the
previous version before installing the newer version.
