VT are a security hole in the kernel. They are slow and very difficult to maintain. If you had looked at the logic of the code needed to handle a terminal (look at terminology if you want to see just the complexity of writing a terminal), you will understand that VT in the kernel is a bad idea. So yes, kernel developers are working on making it possible to remove VT to have it run in user space. And yes, they are going to rely on systemd and logind as it is the only solution that make it work.
