the wallpaper import dialog generates a .edc file for you for a jpg/png etc.
and runs edje_cc to generate it. it'll fail if running this fails. it's not
installed? installed in an odd place? it can't run due to librarylinking
problems etc. - you'll have to dig deeper. it has always worked for me... :)
