It works for me with e19 rc3 and efl 1.11.1 if its not working for you, 
you should raise a bug ticket. I need to raise a bug because there was a 
svg that wouldn't load for me the other day, be sure to include the 
images in the bug report. Also do you have evas generic loaders installed?
I'm slowly working on a theme as well.
