OK, I found the problem: F!@#$%^& Debian package build system is borked: it does not warn you when you fail to include 'installed' files in the deb packages when you are building a multi binary package (basically any library package with a lib<mumble>V and and lib<mumble>-dev package). Red Hat's rpmbuld fails with an error if you leave files out -- you are forced to either include the files or else delete them after they get fake root installed -- that is *every* installed file must be accounted for. Debian package builder only complains if you try to package files that weren't installer, but quietly ignores files leftover (installed but not packaged). Bad, very bad!
