According to your headers, you're using Zimbra. According to http://www.zimbra.com/docs/user_guide/latest/wwhelp/wwhimpl/js/html/wwhelp.htm (for the Web client) and http://www.zimbra.com/desktop/help/en_US/reading_mail/replying_to_mail_messages.htm (for the desktop client), Zimbra can be configured to insert angle brackets when quoting, though it doesn't seem to be completely clear on how. > Adding them myself would be retarded...
