Hi Jack :) at the moment I'm not running an e session, but a howto on German says "Das Benutzermenü ist in der Konfigurationskonsole über den Punkt /"Menüs -> Favoritenmenü"/ konfigurierbar." (http://wiki.ubuntuusers.de/E17). I guess on English it means something similar to "Main Menu > Settings > Settings Panel > Menu > Faviourites".
