You need this tools only for building from CVS. In the package Version you don't need xmlto. For intltool I'm not sure. But 0.0.1 doesn't work for current CVS menu structure. So you're forced to wait for a release if you didn't like to install this tools. But I plan to release the 0.0.2 shortly.
