Patch Set 3: The current patch blocks attempt to create management network on cluster level which do not support the setup networks. The current behaviour is that installation ends with host in non-operational state and the auto-recovery triggers the host activation which configures the management network on the host. Activating a host from within the monitor won't work, as both steps are designed not to run in parallel. Can we remove the CoreEnv.FORCE_REBOOT variable totally from the code ?
