The reason is for adding EventType.DOMAINFAILOVER is that theoraticly event
can be not added and queue and if recovery will fail a cache for timers will
not be cleared, so a domain fail-over will never runs for domain.
DOMAINMONITORING can be skipped, it event that run each 5 seconds, so after
recovery failure it can be not relevant any more. By the way, by old
implementation, DOMAINMONITORING was always skipped during reconstruct or
recovery also.
