Patch Set 2:

Itamar, Yair - note that VdcActionParameterBase does not necessarily come from 
the user.

When a task is started, the params are serialized (jason, IIRC) to the DB. When 
the task ends, the command is re-created using the same params.
So in a sense, the params is a way of passing teh command's state between task 
executions, past the lifespan of the original object.
