restapi: Support host upgrade
The patch adds support for upgrading a host or ovirt-node.
POST
/api/hosts/{host:id}/upgrade
for ovirt-node the action should contains the image name:
<action>
<image>ovirt-node-xxxx.iso</image>
</action>
