I see what you mean, but I think the terminology is confusing - as I see it, 
"when the command has completed successfully the status should be Succeeded" 
should be "when the execute phase of the command command has completed 
successfully the status should be SYNC_PHASE_Succeeded". IMO, command is 
completed successfully when all its tasks are finished successfully and its 
end-action phase is ended
