Change subject: db: aggregate qos and storage qos impl

Patch Set 6:

I haven't seen a comment regarding the mapper:

the convention is having the mapper as a static member of this mapper, per Dao.

This will impose changes on the current design towards mapper hierarchy.

could you refer to such code ? perhaps it should be fixed there as well.

In addition, copying code instead of reusing it sounds like less preferable
approach.
Line 90:         int i = rs.getInt(columnName);
Line 91:         return rs.wasNull() ? null : i;
Line 92:     }

We don't remove a DC in a transaction. Please refer to RemoveStoragePoolCommand
(a non-transactive command).

please read my comment again.

Having an index on the qos_type won't get you the expected result.

QoS are being fetched by data-center-id first, therefore the index should
include the data-center-id.

In DaCenter main-tab / QoS sub tab --> you're in the context of a specific data
center.
