  edk2-libc: Migrate IA32 Python UEFI build workflow to VS2022 and Node.js 24

REF: https://github.com/tianocore/edk2-libc/issues/101

The IA32 Python UEFI build workflow was using VS2019 which is
deprecated, and Node.js 20 actions which will be removed from
GitHub Actions runners on September 16th, 2026. This updates
the workflow to use VS2022 build tools and Node.js 24 compatible
actions to align with the X64 Python UEFI build workflow.

Changes made:
1. Renamed workflow file from build-python-uefi-ia32-vs.yaml to
   build-python-uefi-ia32-vs2022.yaml
2. Updated workflow name and header comments from VS2019 to VS2022
3. Changed runner from windows-2019 to windows-latest
4. Removed VS2019-specific setup steps (VSWhere and vcvarsall)
5. Updated build tool flag from -t VS2019 to -t VS2022
6. Updated artifact name to reflect VS2022
7. Fixed typo in EDK2 git clone command (removed extra quote)
8. Updated actions to Node.js 24 compatible versions:
   - actions/checkout@v4 -> actions/checkout@v5
   - actions/setup-python@v5 -> actions/setup-python@v6
   - actions/upload-artifact@v4 -> actions/[email protected]

This ensures the IA32 build uses the same modern VS2022 toolchain
and Node.js 24 runtime as the X64 build workflow.
