edk2-libc: Remove deprecated VS2019 Python UEFI build workflow

The VS2019-based Python UEFI build workflow is deprecated and no
longer maintained. Removed build-python-uefi-vs.yaml to clean up
deprecated GitHub Actions from the repository.
