I think a change that I made to how _TriangleCaps is computed (last December)
is the root cause here.  I didn't realize _TriangleCaps was sometimes used
before state validation (such as in ChooseRenderState()).  So when I moved all
the _TriangleCaps computation to state validation time it resulted in stale
flags being used.

I'm working on a patch to undo that change (plus comments to document this
mechanism).
