I can confirm from own expirience so far...

Some 300-350 Watts power supply are required to drive 
an older Athlon with a grafics board that consumes
more power than just the office adapter would need.

I found it tightly related to heavy 3D usage peaks.
And it often happened already in the first moments 
when launching some application. But to clarify,
its not always the power supply, but sometimes its
caused by things like system lockups due to failed
bus transfers.
