Looks like this might have been fixed already in HEAD:

2003-11-13 06:53  galbro

        * service/util/InterruptibleProcess.cs: Incident 823949: In
          CreateProcess(), copy the environment variables to the
          runningProcess environment. When the SSDIR variable was not
          copied VSS did not work correctly.
