Generally, no.  Technically you can ask for anything, but the root zone
and it's very complex signing process is in charge of by ICANN and its
Root Zone Maintainer (contracted to Verisign).

So is it possible to get it changed?  Potentially.  Quickly?  Very unlikely.

But is the gain actually worth much?  I think many would argue no.  What
goal is being achieved when the data transfer is already quite small as
is?  And the root servers should actually get LESS traffic from a
LocalRoot supporting resolver that downloads the entire zone every day,
because the negative queries will go away.
