A while ago when I was trying to figure out how to represent IPv6 DNSBLs,
I came up with a way to put B-trees of IP ranges into the DNS, using
TXT records as binary blobs.  That was a little unusual but it is
perfectly valid since TXT is defined as a sequence of octets.

Unless you know the specific application that is using a TXT record, I
would not assume it contains any particular character set or encoding.
