Here's the issue:

Some protocols (like JSON) specifically mandate the use of UTF-8. In RFC 1035 this was obviously never done and RFC1035 refers to octets, noted as \DDD.

But this can lead to confusion if it isn't clear which character encoding is to be used. So, the main question is: are there any RFCs that mandate UTF-8 for DNS RDATA in zone files als tools (like dig) ? Or maybe even for labels (which is where it gets confusing, because there is also punycode).

And if there aren't any, should we produce one for additional clarity ?
