This is exactly the discussion we've been having. It's still a discussion if the outcome isn't the one you want.

Recently I saw a discussion about a situation where a popular piece of
DNS software cannot resolve names from a big company when the resolver has
a cold cache (because resolving the names exceed the limits of that software).
Users are caught in the middle and see DNS errors.

Sounds like a good starting place for the BCP on resolver limits. But I would be surprised if the problem in that case had anything to do with key tags.
